Debunking the myth that qualified, high-achieving teacher candidates are simply not interested in teaching in urban areas, Missed Opportunities: How We Keep High-Quality Teachers Out of Urban Classrooms showed that urban school districts nationwide can attract large numbers of high-quality teachers, but they lose 30 to 60 percent of all applicants because of slow hiring practices, delays in state budget timetables, and teachers union seniority rules.
